Wheat Export Marketing Arrangements Discussion Paper

GPA has developed a discussion paper as part of a consultation process for the grains industry to determine a view and provide formal feedback to Government about the Productivity Commission Inquiry into Wheat Export Marketing Arrangements conducted in 2010. This paper is not to be considered the final position of GPA or producers generally, but is designed to stimulate discussion around certain recommendations of the Productivity Commission.

In discussions around the country, grain producers and industry representatives have told GPA of their concerns regarding the apparent lack of any credible organisation providing "industry good" functions. This discussion paper presents a stable, sustainable and practical solution to meet these concerns as a means of facilitating a broader discussion on how the industry should move forward

The paper is recommending that Wheat Exports Australia (WEA) be retained and the Wheat Export Accreditation Scheme be streamlined to enable a range of industry good functions to be performed. Functions of the WEA could include:
  • wheat varietal classification
  • oversight of the collection and distribution of pre-competitive market information including real time description of up country stocks by tonnage and actual quality by stack
  • development and maintenance of export quality standards
  • facilitation of the resolution of the technical and quality concerns raised by our export customers
  • ongoing reporting on the performance of Australian wheat in the international market place.
